§ 1-11. Miscellaneous ordinances not affected by Code.

  • Nothing in this Code or the ordinance adopting this Code shall be deemed to affect the validity of any of the following:

    (1)

    Any ordinance annexing property into the city or describing the corporate limits.

    (2)

    Any ordinance not codified in this Code prescribing the number, classification, benefits or compensation of city officers or city employees.

    (3)

    Any ordinance promising or guaranteeing the payment of money for the city, or authorizing the issuance of any bonds of the city or any evidence of the city's indebtedness, or any contract or obligation assumed by the city.

    (4)

    Any ordinance making any appropriation or adopting or amending a budget.

    (5)

    Any ordinance or portion of an ordinance establishing a fee, charge or rate.

    (6)

    Any ordinance granting any right or franchise.

    (7)

    Any ordinance dedicating, accepting, naming, establishing, locating, relocating, opening, paving, widening or vacating any street or other public way in the city.

    (8)

    Any ordinance relating to municipal street maintenance agreements with the state.

    (9)

    Any ordinance establishing or prescribing grades for streets in the city.

    (10)

    Any ordinance levying or imposing taxes not codified in this Code.

    (11)

    Any ordinance providing for local improvements and assessing taxes or imposing assessments therefor.

    (12)

    Any ordinance dedicating, accepting or vacating any plat or subdivision.

    (13)

    Any ordinance not codified in this Code prescribing traffic regulations on specific streets or highways in the city, such as, but not limited to, ordinances prescribing speed limits, establishing areas or spaces where parking is prohibited or limited, or designating one-way streets or alleys or intersections for the control of traffic by signs or signals.

    (14)

    Any ordinance rezoning property or granting a specific use permit or otherwise pertaining to zoning.

    (15)

    Any ordinance that is temporary, although general in effect.

    (16)

    Any ordinance that is special, although permanent in effect.

    (17)

    Any ordinance the purpose of which has been accomplished.
